set start-in to PothosSDR/bin for menu shortcuts #35

This should prioritize the DLLs from the installer (need to confirm this) and avoid the need for setting the PATH for start menu items. Command line still needs a proper path set or changing CWD to PothosSDR/bin presumably.

[x] Closing this when the new installers are up
[x] Update the docs about setting the path (only for command line)

I believe that this is working. It wasnt quite obvious, had to peek at the nsis template and make some customizations: https://github.com/pothosware/PothosSDR/commit/06e24cd44e687aa8f440bab44d9c34e7690aba54
