Now that volk is a separate project, we can build and use it separately with -DENABLE_INTERNAL_VOLK=OFF passed to GNU Radio. This will make it easier to apply patches to volk like: https://github.com/pothosware/PothosSDR/blob/master/patches/volk_skip_profile_app_vc11.diff
