Compilation changes for MSVC

Basic list of changes:

• deleted soapy network compatibility stuff, was not used
• added single header for network includes and socket defs
• fixed timeout implementation in registration and streaming
• support filtering by serial number in discovery function
• refactor discovery to use a single recv socket to reduce total timeouts

@righthalfplane If you could test this branch on your system that would be amazing. I dont have any way to check that the changes dont break.

Still needs testing, but I think its a worthwhile change regardless.
