PlutoPlus Ethernet Driver #397

Hi, I'm trying to use the SoapySDR lib on a rpi4 to connect to a PlutoPlus device which is configured to use the Ethernet mode (https://github.com/plutoplus/plutoplus) It seems that the Pluto+ is not yet supported by the SoapySDR : AD9363 + direct Ethernet connection ... Is it something planned or that can be done easily?

There was already a request about this: https://github.com/pothosware/SoapyPlutoSDR/issues/47 And some changes are in https://github.com/pothosware/SoapyPlutoSDR/tree/feat-multichn

Though the users were very supportive the progress stalled as the back-and-forth didn't work too well, we need a dev that owns a Pluto+ (or organize funding to buy me one.)
