gqrx starts with hw AGC enabled ramdomly #11

Current gqrx does not restore the HW AGC at startup and gqrx starts up with HW AGC enabled randomly. This exposed a bug in soapysdrplay which is missing the initialization of SoapySDRPlay::agcEnabled. The attached patch fixes this (renamed to .txt to allow upload)
