Hard to tell with the given info what could be happening.  These items reside 
under the /modules directory.  They could have been moved, named changed, etc. 
during an upgrade or customization.  Best thing to do is deploy to App Engine 
and work from there.

I'm having the same issue. I don't really have repro steps, but I did notice 
that if I put versions of the butterbar.js and butterbar.css files into the 
dashboard's /resource/js directory, they were found. They were also found just 
fine when I tried adding them to the global_routes in the oeditor.py module. 
Doesn't seem like anything has moved around or renamed during customizations, 
actually haven't even touched that part of course builder. 

That doesn't seem to fix the entire problem for me though, butterbar.js appears 
to be loaded, but cbShowMsg is still not defined for some reason, which makes a 
bunch of other components not work because they are dependent on logic in 
butterbar.js.
