The application list isn't something I'd expect to have camera gestures enabled for.

Are you seeing these entries in your /Users/[username]/Library/Group\ Containers/group.com.apple.secure-control-center-preferences/Library/Preferences/group.com.apple.secure-control-center-preferences.av.plist file?
