Support `ecto_sql` 3.8.0 #222

Resolves #220

Just like https://github.com/danschultzer/pow/pull/667 this adds support for ecto_sql 3.8.0 and up. I've bumped minimum requirement for elixir to 1.11 so I don't have to mess around with a second mix.lock file to test against 1.7.
