This was already approved but we decided to make the pull request into develop branch first in order to follow a more standard deployment process. Please approve!

Upon approval this will be promoted from develop.pow.co/api to pow.co/api

all tests pass
tests are no longer dependent on outside API
test side-effects on the test database are now deleted, returning the test database to its original state.
