When a file is uploaded to Discord , the file name is randomized then sent.

Settings that allow you to blacklist/whitelist filetypes EG Blacklist exe's so there name isnt randomized

I know Hellbound has already made this, I can try to hunt it down and fork it, if that would work

Have you managed to find it? If not I might attempt to make this into a plugin.
