2 EU becomes 512 EU #17

i was messing around with the build craft and industrial craft power converters and found that if i place an 512 EU source next to an EV EU consumer, then removed it and placed a standard solar panel i was getting the 512 EU as shown in theses pictures

i forgot to mention i am running 2.2.0
