Cleanup release actions

Now that runtime envs are supported, it would good to have a single build-and-deploy.yml for the release action.

Clean up a little:

• remove arbitrum deployments (prod & staging)
• remove makerdao production
• Shut down makerdao & arbitrum envs. to save cost

Would be helpfull if we could configure base pass on runtime.
