"ActorInRangeHasEffect" - checks if any actor in a certain range from ref has a certain effect
"AmountActorsWithEffectInRange" - checks how many actors in a certain range from ref have a certain effect

those are pretty much simple modifications of the existing "GetRandomActorFromRef"
