modify fileio default scale, make it out-of-the-box #218

I find lots of people don't know the right scale, then they use wrong scale 0.1.

It has been discussed in issue #206, and I prefer to keep the default scale value 1.0. If people want to modify the default values, they can follow your changes. Thank you. :)
