I searched the issues tab a bit to see if I could find something similar, but came up empty handed. Sorry if this is a repeat post.
When I try to convert a FBX model to PMX the blend shapes baked into the model export incorrectly. Missing the markers that tell a vertex to move. They work fine in Blender before the export, but as soon as it is in PMXEditor it is missing said data, leading to morphs that do not work properly.
I have tried serval thing in an attempt to fix the issue. Namely "Clear Custom Split Normals Data" and separating a model down to base components. There does not seem to be any modifiers on the blend shapes, I am relatively new to Blender so I could have easily missed something.
