What is the current behavior?

Motor loads models (e.g. LoadAlphaBetaMotor) should be synchronized equipment but are treated as base loads

What is the new behavior (if this is a feature change)? Motor loads are tagged with synchronized properties and thus are connected to omega ref.

Does this PR introduce a breaking change or deprecate an API?
