Intertemporal constraints on generators #1056

Describe the current behavior
Currently we have no way of considering constraints between multiple timestamps.
Describe the expected behavior
In some processes we want to make sure that the generators new kinds of constraints like ramp constraints, or energy constraints etc.
Describe the motivation
Feature will be needed for CORE CSA
