Culled the 64c rans_static and added new code for 4x8 and 4x16 variants (the old 4k and 4_16i files). #4

This is using rans_static as a submodule now, but note the arith_static is still using the old copy rather than the submodule as I haven't gone through fixing the API for this yet.

I'd suggest adding 4x16 and 4x16_o1 into the default list of -eENTROPY and ignoring the others.
