Add support to DV_MULTIMEDIA data encoding in the media_type #1011

The media_type can contain the encoding on this way media_type = "IANA::image/jpeg;base64"

This is for storing in the IM, but I'm not sure if the SEC agreed on having base64 as the default encoding for multimedia.data when marshaling to XML. Need to ask.
