Integrate global notification service

1. Check for notifications on login only but async
2. Save notifications locally as remote notifications
3. NotificationStatus for each user should be created so the notification can be dismissed
4. Saving notifications should check if a dismissed notification exist, and do not save on that case
5. There should be a new type of notification "remote" to know the origin of it
