Add user notification #1020

  1. on the top bar with red button when new notifications
  2. add notification list page to see the history of notifications and their dismiss / new status
  3. should show local and remote notifications

In the web, the new notifications might need to return the statuses, not just the notifications, and show the number of new notification statuses in the badge. Also we can return the last 10 statuses to show the previous notifications in the list, even if there are no new notifications (badge will be off)
