Repo size report is not getting the size for OPTs in S3

Describe the bug

• Configure to use S3 repos
• Check the organization repository used space (also check what's stored in the DB when the size report job runs)
• Upload OPTs to an org
• Check the size report again, the size is the same, it is not considering the OPTs size

Fix after merging the S3 branch.

Note the OPTs size. In the dashboard only the size for the committed version is shown *4247 bytes" in KB.

Size is being calculated OK and saved into the Account record in the current_opt_repo_size column OK. The issue is the GUI is not taking that amount into account when showing the total repo size in the dashboard.
