[SYNC] Support EHR data export / dump #699

  1. batch job
  2. include EHR, Contributions, Versions
  3. XML or JSON
  4. zipped, name timestamped
  5. export metadata included in zip (number of X, time to export, user who required the export)
  6. Notification when ready, unique link with time validity

For 1.4 we'll have basic sync, will leave export for 1.6
