Do not allow to access query builder when no OPTs are uploaded #951

  1. current org doesn't have OPTs for the current language
  2. let the user know if there are no OPTs or no OPTs for the current language

This check should be on the query list when clicking on the + button.

This should really be like a zero state screen.
