Avoid job failure caused by networking #105

Jenkins-J commented 1 year ago

Avoid job failures caused by PowerVS netoworking management errors. This stops the entire prow job from failing despite the fact that all containerd tests pass.

If removing the PowerVS network fails, the removal is retried a maximum of ten times.
