Set resource limits and enable FORCE_HOST_GO flag for k8s build jobs #390

These master go post submit jobs have been internally using stable go and not the devel go after introduction of FORCE_HOST_GO flag in https://github.com/kubernetes/kubernetes/pull/115377

Also setting resource limits for better node utilization.
