Upgrade Prow infra to v20230801-2352e79673

The prow infra on the IKS cluster was updated to this version a few days back.

The tag changes were not submitted as I wanted to look into an error message in controller pod Ref: https://ibm-systems.slack.com/archives/G01CH7AC8H1/p1691135647644769?thread_ts=1691127051.299169&cid=G01CH7AC8H1

But this error is not seen now! There are no errors in other components.
