Move postsubmit-master-golang-kubernetes-unit-test-ppc64le job logs to GCS from IBM S3 #409

The change is to have prow job logs of postsubmit-master-golang-kubernetes-unit-test-ppc64le in GCS bucket than the current IBM S3.
