[management] Subscription start date is ignored #24

Scenario :

Create an API with an API key plan, and no auto-validation
As an API consumer, subscribe to this plan
As an API publisher, accept the subscription, setting a start date in the future
As an API consumer, try to call the API

Current behavior : The API consumer can consume the API, event is the subscription start date is in the future.

Expected behavior : The API consumer can't consume the API, while the subscription start date is not yet reached.

The API/subscription system was refactored in 3.17 during shared API key feature implementation. As discussed, as it is not a critical issue, it will be fixed in 3.17, on the version that has been refactored. But not in 3.15.
