Pop-up doesn't popup #407

When I get a new message, the screen will light up with a text icon in the 
notification bar, but the popup will not appear.  Sometimes when I am using my 
phone and get a message, the popup will appear and have multiple messages of 
ones which didn't appear before because the popup did not come up.
