feat(view): configure toc to be sticky #57

I am thinking that maybe we can extend the ability to be sticky to all widgets. Also, there is no CSS is-sticky in this repo, so the implementation relies on the theme that imports hexo-component-inferno. I will put this PR on hold until I find a better way to do this.
