[Feature Request] Beautify the footer #88

  1. Add Beian ICP information, which is a must for every Chinese legal website.
  2. Add a dot between author and PoweredBy.
  3. Jump to a new tab when clicking the minos.

Maybe it would be better to add an option to allow users hide the Powered by Hexo & Minos information. (as the theme NeXT does.)

image And the hyberlink of the ICP information is a little eye-catching. I guess you can set it keeping in the same color with other ordinary text (i.e., in grey).

I always set beian as plain text as well for many years. If any need this, I think they can edit the source.
