TOC on small screens #92

I find that we don't have TOC on small screens, can we add one?

The problem is that, we used bulma navbar, and such navbar cannot fold on small screens. Maybe we can make a pop-up TOC for small screens, but I'm not familiar with bulma and I don't have any ideas. Maybe make a TOC like the effect of clicking search button can be good as well.
