Add an option to disable background flashing when playing less than 100% background dim. #1022

I like having about 90-95% background dim because I like seeing the background as I play, but I still play 100% dim for the sole reason that without 100%, every now and then the background gets brighter for a split second, this throws me off and I don't like how it looks.

I'm pretty sure lazer doesn't have this last time I checked, so good to see that it hasn't made its way over, but a quick update for even cutting edge would be much appreciated.

For what it's worth, the reason it doesn't happen in lazer is that it hasn't been implemented yet.

Might be able to add this to stable, but no guarantees.
