Pause Delay Change With Spinners

There have been concerns about the effectiveness of this change when it comes to a niche part of the community. A similar issue #1074 has comments from people negatively affected by the change. Most made GitHub accounts just to comment on how the change negatively impacted them.

A majority of players in the spin community agree that it'd be beneficial if the change were to be reverted with no delay on a range of spinners. Especially since the new ruling that outspinning (spinning more than auto) is no longer a bannable offense.

The change was designed for a niche community, and that community has not enjoyed the change at all after a month of playing with it. A small community should have a say on whether a change is good or not if it only affects them. We're not asking for a permanent solution to fixing outspinning. We're asking to enjoy your game how we found it fun.

Support already statement out spinning isn't bannable therefore this delay change is not longer necessary + never addressed the original issue, instead made spinning unnecessary harder for everyone who play the game this way
