The "Lock Panels" button can be found on the "osu!Bancho" users list. When mouse-hovering it, it states that "User panels will stop moving around. New users will NOT appear while this is checked."
Upon enabling it, it doesn't seem to do anything, as new users still show up, panels continue to move around, and the "X Users Connected" number still increases or decreases.
Expected result:
By enabling the "Lock Panels" button on the osu!Bancho online users list, the user's panels should not move around unless the option is deactivated.
Current result:
By enabling the "Lock Panels" button on the osu!Bancho online users list, the users panels still move around despite what the option states when mouse-hovering.

The button is enabled at 0:39 on the video. I'm showcasing that enabling the button doesn't seem to change anything and behaves the same as if it wasn't enabled.
Edit: It seems that by enabling "Lock Panels", clicking on the tabs "Name", "Rank", "Location", and "Time Zone" will not shift user panels around. I don't know if this button's functionality is only to stop users to move around only by pressing these tabs, or if this is another unintended feature.
