Make it an option to disable the #osu chat on launch #1117

Please for the love of god I never want to look at it and I do not wish it to be open every time I open osu! Optionally you could just save the chats that were open last time and use those on launch.

We tried this before and unfortunately it leads to some pretty serious issues.

Already fixed in lazer, though.
