Announce #1s in other gamemodes #716

announce channel only announces #1s in std gamemode. It should also announce #1s in catch, taiko, and mania.

the #announce channel is quite a legacy system. i'm not sure if it will live on going forward. also it's not really related to osu-web so i'll move this issue to stable issues for now i guess.
