suggestion: show up a window of forum rules #4090

People still tend to not click on the pinned thread in forums. Some of them clearly want to break them, but most of them are simply too lazy or don't think about it (especially when they're in forums the first time)

so instead of clicking on a thread a window could show up, it could look like this?: uwu

idk how that's handled, but it probably shouldn't show up anymore as you visited the page at least once

i think there's an check box to "do not show again" for this one

I've been lurking in both of the forums quite a while now and one thing I notice in my times of lurking is that the users don't really read the forum rules before posting. So, I'm proposing for an additional feature, I'm thinking something like a notice that would pop up everytime someone opens the forum showing the 2 essential rules. "Do not request beatmap" and "Do not ask for feedbacks" (2nd rule applicable only to Beatmap Projects). Since Pinned post is useless for these type of users, let's be real.

If this is to be added, it should not be a popup, rather a notice displaying above the compose box for new thread creation.
