use any screen mode other than fullscreen --> try to change resolution

Support for windowed/borderless resolution modes is not there yet, reported under https://github.com/ppy/osu/discussions/13885. Going to keep this open for tracking.

Is anyone still working on this? Seems like the old PR never got finished
