Cannot move mouse cursor to a display set above display with game in borderless mode #20782

Bug description

While the game is in focus and in borderless mode I can't move my mouse cursor to the display I set above my gaming display. I can still move it horizontally to the display on the right. Below is my layout of screens, the osu one being screen no.1.

I don't have 3 screens so I can't reproduce the exact scenario. Checked with 2, one on top of the other, and also could not reproduce.

What mouse confine mode do you have set?

Most likely regressed with https://github.com/ppy/osu-framework/pull/5210.

What resolution and display scaling are each of the displays using? Do you have any 3rd party mouse-movement utilities (eg. LittleBigMouse)?

Please take a screenshot of the displays dropdown in osu! settings (this is to confirm that there are no discrepancies between the resolutions reported by the system and by osu!).

My right display (1) is a 1920x1080 set to 100% scale.
The main one with osu! (0) is 2560x1440 with 100% scale
The top one (2) is 3840x2160 TV with scale set to 150%.
