Update user card design

Current user card design is quite dated and uninformative, the new one seems much better ~as well as ready for implementation~. Waiting for @arflyte for design revision now

• [x] Implement user group badges (#22123)
• [x] Update status icon design (#22182)
• [x] Add colour gradients to the level badge (#22277)
• [ ] Implement combined user group badges (#22280)
• [ ] Update the layout for the grid version (#22184)
• [ ] Update the layout for the list version
• [ ] Update the layout for the brick version
• [ ] Put additional data in the grid version like ranks? #2510

I'd like to have a go at implementing the new design myself
