Non- Centered Spinners #7003

Describe the new feature: Allow spinners to have a position ( their centre of rotation ) Proposal designs of the feature: Like a to insert, insert like a hit circle, then drag the duration on the timeline. Spins per second dialogue should stay in the same place. Note: Needs to work with #7002. Problems:

Need to make the spinner skin smaller.

Has been planned for a long while now. Guess this can stay open for tracking if anything else.
