Ruleset-specific resources need to be moved to their own resources #7420

Similar to https://github.com/ppy/osu/pull/7419, any other resources such as textures should also be moved into the ruleset-specific resource store. The underlying code already supports this.

Moving this out of milestone for now. We've agreed that this should only happen at the point we are ready to move rulesets into their own git repositories (to avoid polluting git history on the main osu! project).
