Quarter volume increments (still) broken #2865

Keyboard: Microsoft Sculpt

Opt-Shift-[vol down] and Opt-Shift-[vol up] do not work when Karabiner-Elements is running. Changing the "Function Keys" options does not seem to help.

This may be a duplicate of #410 – it feels like certain OS-handled functionality is broken even when Karabiner-Elements attempts to let them pass through.

(This is a re-file of #1333. It happens when Karabiner-Elements is open, and goes away as soon as Karabiner-Elements is closed. #2357 suggests this should be solved as of Karabiner-Elements 13.0.0, but I'm on 13.7.0 and have continuously had this issue for over 3.5 years. 😭)
