Fill in empty spaces in traffic log #148

As a Traffic Log admin I want to fill in empty spaces when creating spots to 
get better control over the distribution of spots

From Shawn: [I want] spots to fill in empty spaces -- for example, if I have 
two different recorded promos that I've placed in the :48 break, and for each 
one, I've selected, "every three hours," that one will go 12, 3, 6, etc., while 
the other will go 1, 4, 7, etc.

One possible solution is to add a multiple select box for hours like the day of 
the week multiselect.  Then two custom spots could be created, one for 12, 3, 6 
and one for 1, 4, 7

from Shawn, looks like this needs to be more dynamic: "...I don't necessarily 
care *which* every three hours (or every two hours or whatever) that a spot 
runs; I just don't want two spots showing up at 12:48, 3:48, etc., and none at 
1:48, 2:48, 4:48, etc."
