Synchronize inactive volunteers so they become inactive DJs #155

As Volunteer Coordinator I want to mark a volunteer inactive in one central 
location so that his/her login will become disabled in all apps.

Currently, a volunteer marked as inactive will still be able to log into 
internal apps like Playlist Tracker, etc

This involves a change to the script in auth/user_loader so that inactive 
volunteers are updated.  It then should remove that user's DJ permission.
