Move "browse database" to top of page #192

As we add more functionality to the main page of the DJDB, I feel like it would 
be helpful to make sure browsing functions are front and center at the top of 
the page, so there's no scrolling needed to get there. Can we move the "Browse 
database" section (and the accompanying "Fetch random albums") up to the top of 
the page?

(full disclosure: at one point I may have argued for this already, or possibly 
for it to have been moved from the top *to* the bottom; it's been a while and I 
can't remember. Regardless, in its current setup, I think the DJs would be 
better served to have this content at the top, and if I'm reneging on my 
previous position, I apologize.)

Done. I also put the search section under browse, so recent activity will be at 
the bottom. Will push in a bit.
