Rotate random traffic log spots each week #229

As a DJ I don't want to read the same spot I read last week so that promos 
rotate better throughout the broadcast day.

Currently spots are random but protected against conflict within the last few 
hours.  This change would require remembering what spots aired the week before 
in the same slot so that conflicts could be protected there as well.
