CAP calculation is wrong when there are no modules #1

When there are no modules in the list and I enter the command CAP, it shows my current cap as 5.0. I feel that maybe it should be 0 since there is no cap to begin with. Additionally no where in the ug is it stated that if there are no mods the default would be 5.

It was intended but missed out the mentioning of cap 5.0 when no modules in the UG.
